In 1993, Telluride and Norwood locals and still standing Board Members John Mansfield and Allan Gerstle, identified a need for a mentoring program in San Miguel County.  John was the Juvenile Diversion Officer and Allan was, and still is, the Director of Social Services.  Allan and John approached Delta Montrose Partners, who in 1994, extended their service area to include Ouray and San Miguel Counties, and changed their name to West Four County Partners, serving Delta, Montrose, Ouray, and San Miguel Counties.  In 1998, San Miguel County decided to have an independent program, and came under the umbrella of Big Brothers/Big Sisters for a short time before being established as One to One San Miguel Mentoring Program in 1999.  Starting with 35 children, One to One has since served hundreds of youth in San Miguel County through a variety of programs tailored to address a diverse array of needs.
